I'm looking at the original document now and the chart seems to be mislabeled: the text of the report refers to "women aged 15-19". Someone at the World Bank had better check to make sure the underlying data is correct and only the y-axis label is wrong.
Why does Figure 3 refer to births among "women aged 24-25"? That doesn't seem like adolescent fertility.

So is the argument from you that the change has been insignificant or that it's not enough?
I make no normative judgement. I'm just stating the facts, like high rates of child marriage, and explaining why.
